Being baptized (i.e. immersed) in water is the next natural step for a person who has chosen to follow Jesus and obey His teachings. Following Jesus means more than just an having an intellectual belief or agreement with Jesus' words and teachings - it means living differently by choosing to do what He says. Jesus told His disciples to follow this pattern when He said, "Therefore, go and make disciples of all the nations, baptizing them in the name of the Father and the Son and the Holy Spirit." (Matthew 28:19).
Baptism is a symbol of understanding and receiving what Jesus has done for us. In identifying with Jesus' death on the cross for our sins, we show our reception of His forgiveness by being immersed in water, as we turn from our old ways of living. Similarly, in identifying with Jesus' resurrection, we show our reception of it by rising up out of the water, clean - a symbol of us living new and thinking new.
Simply put, baptism is for people who have chosen to follow Jesus and who want to express that commitment, publicly, as Jesus commanded.
